As per the feedback given from the ICG Soccer with regards to the standard of refereeing (including biases),the PESS committee has decided implement the following measure: All participating classes will have to appoint a referee from their class for the ICG basketball competition, and referees will be allocated to each game, prior to the start of the competition.

Please refer to the rules of the game

Rules & Regulations

1. Number of Players: A team is made up of 5 players on the court, with unlimited number of substitutes during the game. At least 1 out of the 5 players on court must be a female.

2. Timing:

· Each game will be played with 2 halves of 8 minutes with a 1 minute interval. The game clock is running with no stoppages.

· Each team will start with a 30-second clock when they gain new possession of the ball in play. The team must attempt a field goal within 30 seconds after gaining possession of the ball.

3. Scoring:

4. Fouls (resulting in one or more free throws awarded to the opposing team, or the opposing team retaining possession, inbounding at the nearest sideline or baseline)

· Blocking: impeding the progress of an opponent by extending one or both arms horizontally or getting in the path of a moving player

· Charging: running into a stationary player while you are moving with the ball

· Hacking: the player hits the arm or hand of the person holding the ball

· Holding: the player holds the person with or without the ball

· Flagrant foul: violent contact with an opponent, including hitting, kicking and punching. (opponents are awarded free throws plus retaining possession of the ball after the free throw)

· Intentional foul: when a player makes physical contact with another player with no reasonable effort to steal the ball

· Technical foul: it does not involve player contact or the ball, but is about the ‘manners’ of the game. Foul language, obscenity, obscene gestures and arguing can be considered a technical foul.

· Walking/Travelling: taking more than ‘a step and a half’ without dribbling the ball is travelling. Moving your pivot foot once you’ve stopped dribbling is travelling.

· Carrying/palming: When a player dribbles the ball with his hand too far to the side of or, sometimes, even under the ball.

· Double Dribble: Dribbling the ball with both hands on the ball at the same time or picking up the dribble and then dribbling again is a double dribble.

· Held ball: When two or more opposing players gain possession of the ball at the same time. In order to avoid a prolonged and/or violent tussle, the referee stops the action and awards the ball to one team or the other on a rotating basis. Otherwise, the referee can choose to ‘tip-off’.

· Goaltending: If a defensive player interferes with a shot while it's on the way down toward the basket, while it's on the way up toward the basket after having touched the backboard, or while it's in the cylinder above the rim, it's goaltending and the shot counts. If committed by an offensive player, it's a violation and the ball is awarded to the opposing team for a throw-in
